TROY CITY CLERK TACKLES A WOULD-BE CAR THIEF.(CAPITAL REGION)

TROY -- At 44, City Clerk Lawrence Quinn went a bit above and beyond the call of duty Tuesday.

Recalling the incident later in the day, Quinn was still a bit sweaty underneath his white dress shirt and tie.

Quinn said he and Corporation Counsel Patrick Morphy had gone to Morphy's car in the parking area underneath City Hall only to find two juveniles rifling the vehicle of coins.

One escaped, but the two city officials were able to corral the other youth and brought him upstairs while police were called. Quinn said he made it clear he wanted …
