T he more Saddam Hussein pushes the envelope, the more the United Nations seems to defer strong punitive action. When will the Security Council learn an age-old lesson of history - to appease dictators is to encourage them.

Appeasement is the only word that describes the Security Council's actions on Monday, when it met to consider Iraq's brazen raids into Kuwait in violation of the Persian Gulf war cease-fire accord. After lengthy secret deliberations, the council emerged with a tepid response - a non- binding statement that warns Saddam Hussein of "serious consequences," without hinting what they might be.
